Heights n’ Delights

My initial plan for the weekend just gone by involved lots of sleep and the completion of a book I had started when the heat-wave across the country was still in its betimes. All of this changed when a friend of mine invited me to the pre-opening of a restaurant his close friend had just set up. Not one to pass up any opportunity which presents itself with food, I took him up on his offer and am glad I did so.

Situated in the heart of the capital of the most thriving province (Punjab), the cultural behemoth and the overall second largest city in the country; Lahore, Height n' Delights is a restaurant which combines the Continental, Chinese and Barbecue dietaries for the service of the general public with the provision of a sanguine view of the Gaddafi Stadium floodlights and the meek sunset from its roof-top.

Walking up the recently furnished florid marble staircase, beside the New Prince Hall which holds the ground and first floor of the structure, a palpable air of enthusiasm flowed among my fellow diners. We, that is to say my friend and I, were escorted to our seats by a plump looking host who seemed as much pleased to receive us as if he had known us for ages. Not a second before we were seated in our chairs, which were surprisingly more comfortable than I had expected them to be, an eager eyed waiter stood attentively by with the menu. One look at it gave me the impression of a thorough background check on the owner's part, for the variety of dishes available catered to the needs of people of all ages; Malie Boti, Chicken Chilli Dry, Chicken Handi, Garlic Nan, Mint Margarita so on and so forth.

The set prices were moderate and more than a shade below the earth-shattering standards set by many of the local food-chains. I ordered chicken handi, chinese rice and a plate of tikka-botti. Hardly fifteen minutes later, the tantalizing aroma of fresh food filled my senses and I ate to my leisure. The service renders special commendation here, for our waiter was always at hand and always willing and efficient. As far as the food is concerned, I couldn't have had any qualms about it even if I had worn my spectacles to pick at the tiniest of details. Not a big fan of rice away from home, I'm glad I took the plunge this time around, for the chinese rice became one of my favorites in an instant. The tablecloth seemed neat and quaint and the glasses, dishes, knives and forks were all classy and well chosen. The whole ambience of the place exhibited a freshness and tranquility expected from a restaurant which had made its way up to the top after years of perseverance and consistent deliverance of quality. I congratulated my luck for having been seated so near the air conditioner but, a visit to the restroom assured me that the whole place was as uniformly air conditioned as can be hoped for, always a plus when looking for spots of refreshment in this part of the hemisphere. The décor was soft on the eyes and complimented well the artful slabs of the main wall.

Upon inquiry, I found that the indoor facility could hold up-to a hundred diners at a time, while the outdoor and roof-top ones could easily accommodate twenty-five and fifty people respectively, all at a time. I went up to the roof-top, which overlooked a major portion of the Metro Bus Service of Lahore, and was met with a serene overview of the beautiful city.

In retrospect, I would highly recommend anyone looking to appease their taste-buds to go and have a night out at Heights n' Delights. The timing is suitable at 6 PM to 2 AM and the food will leave you wanting more.

A very sad event took place at Nanga Parbat base camp where 10 foreigners lost their lives. The government officials and the opposition have condemned the attacks in hard words and have shown unity towards eradication of terrorism from Pakistan.

Chaudhry Nisar Ali Khan told the press today that in the heart of the events, the IG Gilgit Baltistan and Chief Secretary have been suspended. He further told the press that everyone would have have to perform and whoever fails to perform his duty, or deliver results would be immediately suspended and would have to pay the consequences of actions undertaken.

American drone attacks would stop

Sartaj Aziz, a confidante of Pakistan's Prime Minister Nawaz Sharif has said that they would succeed in stopping the American drone attacks. According to the experienced economic and foreign affairs expert, Pakistan has informed America about Pakistan's stance on drones. Moreover, the issue would be raised at United Nation's summit and Pakistan along with it's friends would convey their stance that the Drone attacks are a violation of International laws, a threat on Pakistan's sovereignty, and against human rights.

Realities of Education Budget in KPK

Education Budget in KPK is below expectations

Education budget in KPK has been lauded as revolutionary by PTI leadership and the media. Their claim of increasing the education budget from 6 billion rupees to 66 billion rupees is nonfactual and wrong. The realities of the education budget in KPK are different.

After analyzing the KPK budget document, it's evident that the 66 billion includes salary expenses of the teachers and all the concerned people. The salary expenses mount to 60 billion and only 6 billion rupees have been allocated for development. The previous ANP government had allocated 60 billion rupees to education if we include salary expenses, out of which 56 billion were reserved for paying the salaries.
The allocation of finances for development of education is 13 billion rupees under the Annual Development Program. The previous government had allocated Rs. 12 billion for education development in that respect. An increment of 1 billion does not by any means justify the education emergency claim.

Moreover, no new maga project has been initiated under the new KPK government and only previous projects have been continued. Rs. 2 billion rupees have been allocated for the improvement of existing education infra-structure. However, this is not a new a step as previous governments have also focused on improvement of existing infra-structure.

Taxes uplifted from NATO supplies by KPK government

The taxes on the NATO supplies have been uplifted in KPK. According to the KPK budget, stopping NATO supplies is a federal matter rather than provincial matter. The provincial government believes that NATO supplies are illegal so they would not impose taxes upon something they consider to be illegal.
It was further said that they can not stop NATO supplies as it was a federal issue rather than provincial. Siraj Ud-din, the provincial finance minister stated in his budget speech that they can not stop the movement of NATO vehicles at it was not in their domain to do so.

Pakistan budget 2013-14 budget debate

The Pakistan fiscal budget 2013-14 invited a lot of criticism over increased taxation. Mass proportion of the opposition has been moaning that the PML (N) government should have increased the tax net rather than increasing the General Sales Tax.

Clarifications on Increased taxation

Ishaq Dar elaborated the matter and explained that even after imposing GST, the tax revenue would result in an increase of 202 billion rupees. However, the target increment has been set at 475 billion, that is 273 billion more than what GST and other measures would provide. The difference of 273 billion rupees would be met by increasing the tax net. About 500,000 people who do not pay taxes would be forced to pay direct taxes which would result in increased tax revenue for the country. It would be the first time in the history of Pakistan that such radical measures would be taken to increase the direct collection of taxes.

Arrest Warrant Issued Against PTI MNA Ghulam Sarwar

High authorities have issued orders to Anti-Corruption unit to arrest the former federal minister and member of national assembly (PTI), Ghulam Sarwar at any cost. Ghulam Sarwar defeated PML-N stalwart Ch Nisar Ali.

According to the sources, the Lahore region of Anti-Corruption Department has deployed its all employees to arrest Ghulam Sarwar from the court of Justice Mazhar Ali Akber Naqvi.

A case had been registered against Sarwar over fake-degree issue at Anti-Corruption Department (Punjab). While he has given his statement that the candidate of opponent party, Ch Nisar had filed the case to stop him from contesting elections. Further he mentioned that he does not have a fake degree or diploma.

Pakistan Budget 2013: The Harsh Realities

The true realities of Budget. Yes, its a very tough budget for the nation to swallow down but the truth is that our economic condition is so worse that this is the budget our country needs. Pakistan faces tougher tests ahead and we should be ready for it. There are very strong chances of us going into bankruptcy and to avoid that, the government needs to increase the revenues and dwindle down the expenses. The government could have introduced  a budget that would have looked pleasing to the eye but we would have been further drenched in the debt as a country.

مزہ آیا نا….میرا مطلب ہے بجٹ دیکھ کر اندازہ ہوگیا ہوگا کہ ہم نے ملک کا کیا ستیاناس کر رکھا ہے۔ کوئی سیاسی جماعت نہیں چاہتی کہ وہ ا یسا بجٹ دے جسے عوامی نہ کہا جا سکے۔ اس حکومت نے ہمت کی ہے۔ میں نے بجٹ پر صرف اچٹتی نظر ڈالی ہے۔ اس پر تنقید ہی ہو رہی ہے۔ اس کے مزید خدوخال وزیر خزانہ کی پریس کانفرنس اور دوسرے فنانس بل وغیرہ سے معلوم ہوں گے۔ اتنا مگر نظر آتا ہے کہ بجٹ سخت نہیں تو نرم بھی نہیں۔ سچ پوچھئے تو اسے سخت کہا جا سکتا ہے۔ دیکھئے، گزشتہ حکومت نے آتے ہی سرکاری ملازموں کی تنخواہوں میں50فیصد اضافہ کر دیا تھا، سنا نہ دیکھا، کیا داد ملی تھی۔ وہ ہر سال ریوڑیاں بانٹتے رہے۔ ہر شعبے میں۔ سیاسی طور پر حاتم طائی کی قبر پر لات مارنے کا یہ فن آپ کو عارضی داد تو دے سکتا ہے، مگر اس سے معیشت کی بنیادیں مضبوط نہیں ہوتیں۔ آپ کے پاس توانائی کے شعبے میں کھڑا ہونے والا گردشی قرضوں کا پہاڑ عبور کرنے کے وسائل ہیں نہیں اور چلے ہیں آپ دنیا سے ٹکر لینے۔ ہمیں یہ نہیں کرنا چاہےے، وہ نہیں کرنا چاہئے، ہمیں خود انحصاری حاصل کرنا چاہئے، مگر کیسے صاحب! باتوں سے تو خود انحصاری آتی نہیں۔ اس کے لئے قربانی دینا پڑتی ہے ۔ہم نے جو قرضے اس سال ادا کرنا ہیں وہ ہمارے مجموعی بجٹ کا کوئی تیس فیصدہیں ۔ایک زمانے میں ہم بڑا واویلا کرتے تھے کہ ہمارا دفاعی بجٹ بہت زیادہ ہے۔ یہ قرضوں سے آدھا بھی نہیں، اس سے اندازہ لگائیے کہ ہم کس حد تک قرضوں میں جکڑے ہوئے ہیں۔
اور سنئے یہ جو ہم زر تلافی وغیرہ پر خرچ کرتے ہیں اور جوہمیں توانائی کے شعبے کو درست کرنے کے لئے خرچ کرنا پڑے گا، یہ دونوں مل کر کوئی ساڑھے9 فیصد بنتا ہے اور اتنا ہی ہمارا ترقیاتی بجٹ ہے۔ یعنی یہ بلائیں گلے نہ پڑی ہوں تو وفاق کا ترقیاتی بجٹ دو گنا ہو سکتا ہے۔ اس برس کا ترقیاتی بجٹ ہم نے پہلے سے زیادہ رکھا ہے، اگر یہ دو گنا ہو تو اندازہ کر سکتے ہیں کہ ہماری معیشت کس طرح ترقی کرتی۔ ہم اپنی ہی کرتوتوں کے اسیر ہیں، ہم نے پاﺅں میں بیڑیاں پہن رکھی ہیں۔ ہم بری طرح پھنسے ہوئے ہیں اور حکومت نہیں چاہتی تھی کہ وہ اس میں سے نکلنے کے لئے کوئی غیر مقبول فیصلے کریں، مگر لگتا ہے، ایسا ناگزیر ہے۔ اس لئے میں اس بات کی داد دیتا ہوں کہ اس حکومت نے ہمت تو کی، وگرنہ جیسا کہ میں نے عرض کیا کون حکومت چاہے گی کہ وہ ناپسندیدہ فیصلے کرے۔ ناپسندیدہ فیصلوں کا وقت بہت پہلے سے آچکا ہے۔ سوال صرف اتنا ہے کہ ایسے فیصلے صحیح سمت پر ہیں یا نہیں۔ اس کا معیشت کی بحالی پر کوئی مثبت اثر پڑے گا یا نہیں۔
وگرنہ حال ہمارا بالکل یہ ہے کہ گنجی نہائے گی کیا اور نچوڑے گی کیا۔ ذرا غور کیجئے، قرضے دے کر، صوبوں کا حصہ انہیں ادا کرکے اور دفاع کی ضروریات پوری کرکے وفاق اپنے بجٹ کا75فیصد حصہ خرچ کر دیتا ہے۔ باقی25فیصد سے اسے ترقیاتی کام بھی کرنا ہیں، توانائی کا بحران بھی حل کرنا ہے، مردہ اداروں کو زر تلافی دے کر انہیں زندہ رکھنا ہے اور باقی سب کچھ کرنا ہے۔ اتنے کم وسائل۔ اس پر بھی یہ حال ہے کہ خسارہ16کھرب روپے ہے جبکہ کل بجٹ36کھرب کا ہے۔ مطلب یہ ہے کہ ہمارے پاس اگر خرچ کے 36کھرب روپے ہیں تو اس میں نقصان 16کھرب کا ہے۔ اگر18کھرب ہوتے تو گویا نصف خسارے میں جاتا۔ یہاں یہ بحث نہیں کہ16کھرب کہاں سے آئیں گے۔ نہیں آئیں گے تو کیا نوٹ چھاپیں گے، مزید قرضے لیں گے، وغیرہ وغیرہ۔ اس بحث کو رہنے دیجئے۔ یہ اس صورت میں ہے کہ جب کوئی رعایت نہیں دی گئی، بلکہ ٹیکسوں کی شرح میں اضافہ کر دیا گیا حتیٰ کہ حاجیوں، شادیوں اور ایسے ہی دوسرے کاموں پر ٹیکس لگا دیا گیا۔ مطلب یہ کہ خزانہ خالی ہے۔ بھرنے کی ساری کوششوں کے باوجود خسارہ باقی رہتا ہے۔ ایسے میں کوئی ہے جو کہے کہ نہیں، نہیں عوام کو ریلیف دینا ہوگا چاہے وہ دوسرے انداز سے اسے بھگتیں، مگر واہ واہ تو ہونا چاہئے۔ مگر میں یہ کہوں گا اب جھوٹ کی ملمع کاری چلنے کی نہیں۔ پانی سر سے گزرا جاتا ہے۔ اب قوم سے جھوٹ نہیں بولا جا سکتا۔ یہ نہیں کہا جا سکتا کہ معیشت کے اشاریے بہتر آ رہے ہیں۔ کچھ نہ کچھ کرنا پڑے گا۔
یہ الگ سوال ہے کہ جو کچھ کہا گیا ہے، وہ ٹھیک ہے یا نہیں۔ معیشت کا رخ درست سمت پر رکھا گیا یا نہیں۔ ایک دو اعلانات سے تو اندازہ ہوتا ہے کہ دو چار باتیں ایسی ہیں جن سے یہ پتا چلتا ہے کہ حکومت مسئلے کو جانتی ہے۔ ایسے میں ایک سوال یہ بھی پوچھا جا رہا ہے کہ یہ سب کچھ تو کوئی بھی کر سکتا تھا، اس میں اسحاق ڈار کا کمال کیا ہے۔ کیا کمال دکھانے کی بھی کوئی گنجائش باقی ہے۔ اس کا بھی امکان موجود ہونا چاہئے۔ انگریزی والے کہتے ہیں سپیس ہونا چاہئے۔ ٹھیک ہے، مگر سوال یہ ہے کہ عوام سختیاں بھی جھیلیں اور سال کے آخر میں معلوم ہو کہ کچھ بھی نہیں ملا۔ یقینا ایسے لگتا ہے کہ کسی نے سخت بجٹ بنانے کا فیصلہ کر لیا اور اسے قوم کے مفاد میں سمجھا اور ایسا کر دکھایا۔ لوگ کسی معجزے کی توقع کر رہے تھے۔ کسی آﺅٹ آف باکس سالوشن کی۔ کیا اس کی بھی گنجائش ہم نے چھوڑی ہے۔ میں عام طور پر کہا کرتا ہوں کہ ہم نے فنڈز منیجر اور چارٹرڈ اکاﺅنٹنٹ کے سپرد اپنی معیشت کر رکھی ہے جو بیلنس شیٹ ہی تیار کر سکتے ہیں یا پیسہ فراہم کرنے کے جتن کر سکتے ہیں۔ یہ بات میں نے پہلی بار شوکت عزیز سے کہی جو خود ایک بینکر یا فنڈز منیجرتھے، اب ہمارا وزیر خزانہ ایک چارٹرڈ اکاﺅنٹنٹ ہے۔ پر سوال یہ ہے کہ اگر ہم سچ مچ کوئی اکانومسٹ ڈھونڈ لائیں تو کیا وہ کوئی معجزہ دکھا سکتا ہے۔ بے چارے محبوب الحق نے ایک بار ذرا مختلف اسلوب اپنایا تھا، اگلے سال ہی چھنی ہوگئی اور اس نے جو تصورات پیش کئے تھے، اس کے بھی حلیے بگاڑ کر رکھ دیئے گئے۔ تنخواہوں کے لئے انڈکسیشنکا فارمولا، تعلیم کے لئے اقرا ءسرچارج اور غالباً رقم کے حصول کے لئے زیادہ مختلف قسم کے بانڈز بھی جاری کئے تھے۔ میرے خیال میں ان دنوں ہمارے حالات ایسے ہیں کہ کوئی نئی بات کے بارے میں سوچنا بھی دشوار ہے۔ کوئی سپیس ہی نہیں چھوڑی کم بختوں نے۔ اسحاق ڈار نے اچھا کیا کہ آئی ایم ایف کے پاس جانے سے پہلے بجٹ پیش کر دیا، وگرنہ یہ سارے کا سارا آئی ایم ایف کے کھاتے میں ڈالا جا سکتا تھا۔ اس میں بہت سی چیزیں ایسی ہیں جن میں بڑی جان ہے کہ اس پر یہ الزام لگایا جا سکے، ہو سکتا ہے کہ مشاورت ہو چکی ہو، یہ ہم خواہ مخواہ ڈھول پیٹ رہے ہیں کہ ڈار صاحب نے ریکارڈ مدت میں بجٹ تیار کرکے گویا گنیزبک آف ورلڈ ریکارڈ میں نام درج کرا لیا ہے۔ یہ کام تو مہینوں سے ہو رہا ہے۔ جانے کس کس کی رائے اس میں شامل ہے۔
یہ سب درست ہے، مگر پھر بھی بتائیے راستہ کیا ہے۔ پیسے آپ کے پاس ہیں ہی نہیں۔ ہاں، یاد آیا ہم نے ٹیکسوں سے آمدن کا جو تخمینہ لگایا ہے اس کے بارے میں ماہرین اور غیر ماہرین دونوں نے کہنا شروع کر دیا ہے کہ یہ بھی دیوانے کا خواب ہے، غیر حقیقت پسندانہ ہے۔ یعنی اتنے ٹیکس نہیں وصول کئے جا سکیں گے۔ تو پھر کیسے بجٹ بنائیں۔ جیب میں دھیلا نہیں، کرتی میلا میلا۔ سختیاں تو ہمیں برداشت کرنا پڑیں گی۔ دیکھنا صرف یہ ہے کہ اس کے پیچھے کوئی وژن ہے یا نہیں۔ یا یہ صرف بجٹ کا میلہ ہے۔ مجھے فیصلہ دینے کی اتنی جلدی نہیں۔ میں نے کون سی بجٹ تقریر کرنا ہے۔ اتنا مگر ضرور عرض ہے کہ اس سال کا بجٹ عوامی نہیں ہو سکتا تھا۔ اسے سخت ہی ہونا چاہئے۔
یہ بھی نہیں کہ عوام کو کوئی ریلیف نہیں ملا، مگر عوامی ایک الگ ہی کہانی ہوا کرتی ہے۔
شور خوب اٹھے گا…. ویسے آپ بھی سنیں، ہم بھی سنتے ہیں۔

In this part, we would display the images of the other Holy belongings and the relics of our beloved Nabi Muhammad (P.B.U.H). Remember to recite Durood while scrolling through the images. Islam indeed is the most beautiful religion and we must strengthen our beliefs.
